Geotechnical Laboratories, Inc. is a consulting engineering firm established in 1998 and based in Columbia, Maryland. We provide a wide range of geotechnical, construction inspection, and material testing services for both the public and private sector. Our services are provided for clients/owners of Commercial, Private and Residential Projects throughout Maryland, Virginia, Delaware, Pennsylvania and Washington DC.
Geotechnical Laboratories, Inc. maintains an extensive Quality Assurance/Quality Control Program. Our laboratory is managed by a registered Professional Engineer, and is accredited by AASHTO.

G. Matthew Norris, M. Eng., P.E., is founder and president of Geolab. He is a 1989 and 2000 graduate of the University of Maryland. Mr. Norris has more than 40 years of experience in the geotechnical, material testing and environmental areas of Civil Engineering. Mr. Norris holds licenses in MD, DC, VA, PA, DE and FL. He is a registered special inspector in Montgomery County and past peer reviewer for Prince George’s County.
Alfred Young, P.E., Senior Consulting Engineer (Retired), is a 1974 graduate of the University of Pittsburgh. He has practiced extensively throughout the Mid-Atlantic region. For almost 50 years he has been providing geotechnical services in the Baltimore-Washington area. He has extensive knowledge in commercial, industrial, residential, and mixed-use projects.
Brian Luoma, P.E., Staff Engineer, is a 2004 graduate of the University of Maryland and Maryland licensed Professional Engineer. Mr. Luoma has been on our staff for more than 15 years. He has extensive knowledge in his field including Subsurface Exploration and Geotechnical Engineering analysis as well as slope stability analysis and retaining wall design.
David Rockwood, P.E., Staff Engineer, is a 2011 graduate of the University of Maryland and Maryland licensed Professional Engineer. He is MARTCP-HMA certified. He has extensive knowledge in Geotechnical Engineering and analysis. As Quality Control Officer, Mr. Rockwood also has a great deal of experience with ASTM standards and AASHTO accreditation.
Deryck Critchlow, M.S., P.G., is a 1981 graduate of Howard University. He has 40 years of construction testing and inspection experience. Mr. Critchlow has a wealth of knowledge in construction technologies, problem solving and project management.
